What is up with Firsthold?

Hi,
Ok, so I just spent the last 3 hours completing the first dungeon in Arena and when I come out I'm in Firsthold. I assume it's a passive town so I start walking around. I try to go in to a couple of buildings but there all locked. I bust the door down to one of the buildings and as soon as I go inside, I'm killed by a mage. So I reload my save and try to bust down another door but 2 knights/guards say "stop thief" and kill me. I then start wandering around and a wolf attacks me! I kill it with a bit of health left and keep exploring. Then I see this lady just standing there, so I go up to her and this guy comes up and kills me with one swing! So, I guess my question is, is it a docile town, destroyed fort or what?
Please help.
